They can sharpen things and try to get a feel for what it would look like if it were a high-res image, but they cannot “enhance” to the point that we see so often in movies and tv today.
It’s sort of like the new Photoshop algorithms that will generate missing sections of a picture for you based on what’s given - it’s what you might think it would look like, but we can’t really see what’s there. It really depends on just how bad the image is.
