It is until you allow this. The kid’ll probably be traumatised because the mother will die in the age he needs her most (teens), and will probably be bullied because his mother is really old. I’ve seen the same thing happening back when I was a teen (the bully thing): Some guy had a mother who looked like she was 80, and got bullied all the time because of it.
I’d say an old looking mother would be relatively minor next to an incestual relationship (is that the right word) in the eyes of a bully
