Black Mesa is an old facility. Most of the office systems probably run on an old DOS (or earlier) network for which there is little need for LCD monitors. As for the rest of the PC’s, the expression “If it’s not broke, don’t fix it.” comes to mind.
Why would they replace every single screen in the complex when they do the job just fine. Also, they were in heavy competition with Aperture Science to gain funding for their projects. Upgrading their screens probably isn’t exactly high in their list of priorities.

Every now and then, ThreeGoatPig has to go taking guns from dead bodies and use them to shoot down crazy-lookin aliens.
Also, I want to add my vote for a second melee attack that doesn’t require switching weapons as that was a cool feature of games like Halo. The only thing I missed in Half-Life was not being able to run up to an enemy, shooting, and then smack him in the face and watch him fall down.
Forget it, it’s not going to happen. It wasn’t in Half-Life, so it will not be in Black Mesa.
