I don’t remember the EXACT name of the chapter, but it’s right when you exit a sewer tunnel (right after the minefield) and you’re looking over a rocky vista and three jets fly by.
Turning on/off your flashlight will alter the background as shown in the pictures.

It’s a flashlight projection error. It takes away the $detail from the 3D skybox when you turn it on. You’ll have to wait for the devs to get back to you on that one.
