I don’t know, if it’s done right I’m sure they can do it without any skin irritation. And I’m sure there are dyes that don’t smell too much.
But really, public humiliation? It’s a dog, it’s not self-aware in the same way humans are. It’s not thinking “oh god I’m making a fool out of myself here.”
On the other hand, there are probably dog owners that do treat their dogs poorly, but that hasn’t got much to do with the dyeing itself.

The only thing that makes us different from dogs is that we, humans, are the only animals who can enjoy the death of others of our own species. In fact, non-human species are superior to us on other characteristics.
Except you’re giving a human characterization to a dog. Humiliation is a human and only human flaw. Everything else is smart enough to not give a shit.
My opinion is that most of the animals are far superior than humans, and some dogs are much smarter than some humans.
That’s not true, actually. Ranking inside a social group of, for instance, pack hunting animals (primates, wolves, jackals, lions… the list goes on) is generally decided by the strong ones humiliating the weaker ones. To prevent a fight to the death with the alpha male or female, lower ranking members of the group generally self-humiliate themselves by expressing submissive behavior (e.g. wolves rolling on their back, exposing their vulnerable stomach area). This seems to be a common thing among mammals.
That’s not really humiliation in the way Paradoxx means it though. That’s submission more than humiliation.
No, I’m pretty sure the turning-tummy behaviour in packs is meant to demean instead of just express submission. Submission comes through giving space, hiding your excrement, tucking your tail between your legs, and avoiding eye contact. Humiliation is asymmetrically putting yourself in an vulnerable situation.
There’s a difference between kneeling and punching your groin upon entering the court of the crimson king.
But dogs don’t discriminate by colour, they’re colourblind anyway aren’t they? There’s no way to make a pattern embarassing to a dog, hell tiger stripes or giraffe spots all look natural (and even if you painted a cock on the beast, it wouldn’t recognize it as that), so the dye is utterly harmless.

No, the turning-tummy behaviour as you call it is submission. If they don’t behave like that the alpha dog would probably interpret it as a challenge.
Remember, humiliation is an emotion. That’s not to say that dogs don’t have any emotions, but to actually feel humiliated you have to be very self-conscious and have a great sense of self.
