I agree with you there. I think the bullsquid has advanced behavioral AI - i.e. they periodically get hungry and must feed. So a bullsquid that just ate garbage might not attack Gordan, but a starving bullsquid would definitely attack. Smart players can take advantage of this by tossing food items at bullsquids, or luring other enemies such as headcrabs into the bullsquid territory - if they are fed properly, the player can conserve ammo by avoiding bullsquid combat.
