I want to apply Face Creation System (character models) at scientists and security guard to be always skin at other chapter.

Who can help me with Character Manifest mod and how to use ?

Well, the last time I checked custom character manifests were broken- you would have to unpack the bms_misc_dir VPK file, alter the character manifest, and then repack it, and for obvious reasons that is not very modular and cannot be uploaded to the workshop.
