Can't change aspect ratio & Fov issue

Aspect Ratio Issue
I’ve got a 16:10 screen and I wanted to change the aspect ratio
from default 4 : 3 @ 1024x768 to 16:10 @ 1024x768.
I tried to change the Ar using the UI but whenever I pressed the apply button nothing happened.
I changed the AR on half-life 2 on the same pc without any problem.

FOV issue
I Tried to increase the field of view(advanced options) to have a wider view,
instead of resizing, the engine crop as you can see in this img:

Intel CoreDuo T9300 @ 2.50 Ghz
Ram: 3 Gb
Nvidia Geforce 9500m

This is console message you get, whenever you try to change Aspect Ratio in-game.
