If there is a method to do that… so I can divide the card into this :

Do the same with each part:

now these four part have at leas one card that facing up

Do the same until there is a card in the part:

now all the card are facing up.
There aren’t any way to turn an unknown deck into a completely-faced-up deck, are they?

Let me just explain the problem a little better.
30 people live in an Island (they are not deaf in this case). Jeannotvb is an evil god and wants to test their intelligence, so he makes a game and explains the rules. If the people fail at the game, Jeannotvb will give everyone a very painful death and send everyone to Hell hahahahahahahahahahahahahaha
No one is allowed to communicate with each other once the game starts.
When the game starts, Jeannotvb will mark some people with a red dot on their foreheads. But he doesn’t say how many people will receive dots on their heads.
When an habitant realizes it has a red dot, it must kill itself at the end of that day.
Each habitant of this Island is allowed to see how many other habitants of the same Island have dots in their heads, and they can also see if someone else killed itself too, but they can’t see if they have a red dot on their own heads.
Just to simplify the problem, you, the cool god of the Island, and the habitants of the Island have a reunion before the game starts and you get to tell them how to proceed so that:
Every person with a red dot kills itself
Every person without a red dot does not kill itself
Your objective is to make the 2 conditions above be met within the least number of days possible.
So, after the reunion, you get dragged away back to Heaven so you can see Jeannotvb marking 7 people with a red dot. You can’t talk to them anymore, and they can’t communicate with each other.
The question is: how much is the least number of days for everyone with a red dot kill itself?
If you take N cards, there are n cards turned up in that set, where n is anywhere from 0 to N. And there are N-n cards turned up in the other set (the remaining ones)
So you flip any of the sets, and it becomes N-n as well.
I’m not sure I get the island question totally, but if what I think your saying is correct, you could just get everyone stay in groups with people without dots, and run away from anyone with dots, and at the end of the day, anyone who is alone must kill themselves?
First you separate the deck in two piles, if the first pile with N cards. Suppose that the second pile have K cards facing up, then the other pile must have N-K cards facing up (because there are N cards facing up in total).
If the pile with N cards have N-K cards facing up, its other K cards are facing down. Therefore, after turning the first pile, it will have K cards facing up, just like the second pile.
A slight variation of the problem. The deck still has N cards facing up. Suppose you want to separate the deck in 2 piles such that the first pile have M more cards facing up than the second pile. All you have to do is separate N+M cards and flip them.
This problem also gave me an idea of a small guessing game. Get some deck, it may have as many cards as you want. Then, flip as much cards as Jeannotvb tells you to, for instance, 17. Next, tell Jeannotvb to shuffle the deck and give you the deck in your hands under the table or under a piece of cloth.
Then secretly choose a small number, say, 3. Separate 17+3 = 20 cards (Jeannotvb’s number plus the secret number) and flip then. Give the rest of the cards (the ones that you didn’t flip) to Jeannotvb and tell him to hide it from you.
Take the pile that you kept for yourself and count out loud the number of cards that are facing up. Suppose, for instance, there are 10 of them. Then you already know that the other pile will have 3 less cards facing up than yours, that is, the other pile will have 7 cards facing up.
Tell Jeannotvb that his deck has 7 cards facing up, but don’t give any clue of how you got to that number.
If you do this various times, choosing different secret numbers, people will go crazy trying to understand how you do it. You can even tell someone else to separate and count the cards for you, so that you don’t even need to touch the cards.
However, you will probably need to put some constraints on the number that Jeannotvb chooses, so that there are at least, say, 10 cards facing up and at least 10 cards facing down. Otherwise, the game will be easier to understand.
That should work, but then people would be, in a certain way, telling each other whether they have or not a dot on the forehead, they would just not use words. Therefore god Jeannotvb would send everyone to hell :evil:

[1] Suppose you are a person on that Island and you see no one else with a red dot on the forehead. What do you do? You kill yourself at the end of the first day, because someone should have a red dot on the forehead, and no one else has, so you have.
[2] Now, suppose you see only one person with a red dot. In the first day, you think: if I don’t have a dot on my head, that person should kill itself at the end of the day because of [1]. Then you go to sleep and, in the next day, the other person is still alive, it did not kill itself. Why? Because it sees someone with a red dot. But Who? That could only be you, no one else has a red dot. So you kill yourself at the end of the second day.
[3] Suppose you see 2 other persons with red dots. If you don’t have a red dot, they will kill themselves at the end of the second day because of [2]. If they don’t, it means you have a red dot, so you kill yourself at the end of the third day.
And so on. The answer is 7 days.
You, as the benevolent god, tell people to proceed in the following way: when it is the n-th day, every people on the Island should think there are exactly n people with red dots on their foreheads. Therefore, if you see only n-1 red dots, then the only option is that you also have a red dot, so you kill yourself at the end of that day.
In other words, people should count the number of red dots on the Island counting the number of days passed.
Funny thing is, if Jeannotvb shows some mercy and does not put a red dot on anyone, following that reasoning, everyone will kill itself at the end of the first day
