There’s no way its a rocket. Rockets don’t make a perfect spiral like that and then implode into nothingness. Its obviously a wormhole that opened up in the atmosphere for UFO’s to travel through.
Actually, it sounds quite dangerous, but it’s quite literally just a radio antennae. The people who made it came up with super-weapon stories to get funding.

Yeah, I looked into it after the post… that thing is fucking scary!
If it can be used to block out communications AND fire off ELF waves to determine the positions of enemy subs/underground bunkers then that seriously offsets the balance of power… On further research it turns out that Russia has a similar building also funded by their Ministry of defence called SURA (though significantly less is known about the facility).
Despite initial claims to the contrary, Russia now are saying it was a failed rocket test, though that’s being widely disputed, and many are suggesting it’s a SURA weapons test, perhaps in response to the widespread belief (with some evidence) that HAARP caused the 2008 major earthquake in China…

Failed missile test seems logical, but I doubt that Russia going to disclose much about their missile program. I’m not entirely convinced (that video probably explains what happened), but I’m not worrying about those Ruskies.
Plus, the blue tail definitely has a rotation pattern, which makes the video actually feasible.
Either that or the aliens are here and I for one welcome our new overlords.
