I got mine from siggs, but made some tweaks.
You should open your ENB settings (enbseries.ini) scroll down near the bottom to the āEnvironmentā sectionand change;
DirectLightingIntensity to 0.85
NightLightingIntensity to 0.6
That should remove the fullbright like effect while keeping it nice and warm.
I think it might just be down to ingame settings; turn down both brightness and saturation, itāll look a world better; itāll look like mine 
Yeah that too, I use minimum brightness.

LA Noir isnāt for PC as far as I know though so itād be more difficult to do.

Well, apart from the horrible mouselag and the AA fucking up all the time, and the stooopid STOOPID ai, and the often drab colour scheme, and slow slow cars, and the already repetitive missions, andā¦well, you get my point.

Would hav been better if there was a sense of a war going on, with actual battles between the two sides, instead of both just standing around checkpoints. That applies to the missions as well. None of them make it seem like a war torn country it claims to be.
In other words: A very good concept badly applied

I changed those settings you guys were talking about but I donāt really notice much of a difference.
What the hell, that looks terrible. The buildings have a completely flat texture, nothing looks like it has shadows, Nico looks like heās covered in cling wrap. Fail.
You think it looked better before? All I changed was the brightness as far as I know.
