A racist comment means you call out a group of people while using and for the purpose of a degrading insinuation.
To say “Chinese people have slanted eyes.” is not racist. It is a fact that the chinese folks have eyes shaped differently than others. To say “Chinese people are dumb” is racist because it is hold the whole race to a derogatory comment regardless of actual fact.
At least that is how I view it.
