Off-Topic: If I have a Steam account (I do), does that automatically make me have a Steam Forum Account? Like, are they linked? Because I’ve been trying to sign-in with my Steam account login and it won’t let me in!
That’s cause they are not linked in any way. You need to make a seperate account.

Well winged one, there is actually a pretty good reason they are all separate.
The [color=darkorange] steam account to play games on is what holds all your games. What if you get banned and then create a new steam account for repurchase? Does that mean everything else should change over to your new account? Naw. 'Tisn’t needed.
The [color=red]steam support account is for reporting you cant get into your [color=darkorange]steam account or that there are account issues. If these two are tied together, then you cant make a ticket that there is something wrong with your account. (I am having this problem with facebook right now on my mom’s original account. In order to submit a ticket, you have to be logged in. Yet the login isnt working.)
And then there is the [color=royalblue]steam forum account to flub around on. People DO get themselves banned on the forums cuz they act like morons. We cant have them being banned from their account simply cuz they were stalking a kitty catz. 
Catz this is the exact reason ignore lists are a major forum feature. It’s right there on the member profile page you posted (or of any other member who is bothering you): ‘Add user to ignore list’. Don’t let idiots on the internet even register with you, just blank them completely and go about your business as though they don’t even exist.
